"Explosive Morale" quest in Khal broken

Freakin' double post.

Explosive Morale is a writ that can be obtained in Khal. Look in the office of Jaluna Fenn, head of the port authority for the writ giver npcs.

The issue has been looked into.
The offending parties will be beaten to within an inch of their life.

Alright, I looked into the issue and fixed it. It should show up in the next patch (Wednesday's if things go to schedule).

I also fixed up the markers for placing bombs. I know a couple were a meter or two off the specified location, so those should be better now too.
